[Haizea] Opennebula can force the deployment of VMs refused by Haizea

I talked with the OpenNebula developers and they said that this could
be solved by writing an auth plugin
(http://opennebula.org/documentation:rel2.0:auth) that prevents users
(other than oneadmin) from deploying VMs. So, it's possible to work
around this but it involves writing code. I think this is a big enough
hole that there should be a plugin already included in OpenNebula to
provide this functionality. I've opened a feature request for this:
