[Haizea] Haizea submits VM to same host even though there is't sufficient resources

Hi,
 
Hiazea is submitting the second vm to the same host even though there isn't sufficient resources.
 
Scenario:
(1). Submit a VM through Haizea for best_effort
(2). Immediately submit one more VM with AR of starting after 10 min, This VM will be in pending state till 10min. Which is correct
(3). After 3 min elapsed time, first VM  goes to running state, which is perfect
(4). After exactly 10 min form submitting the second VM, second VM will also go to same host as that of first VM and eventually fail as there is no sufficient resource available
(5). If I carry out the same set of activity without haizea, second VM will always stay in pending state, as the only available host does not have requested resource by second VM. Which is correct.
 
Could you please fix the same
