[Haizea] unexpected exception: haizea with ON

Yes, the ONE default scheduler will do VM placement by itself (although 
it doesn't have as many scheduling options as Haizea). However, given 
the database you sent, I suspect the default scheduler would fail too. 
You may want to check the ONE logs to see if the monitoring scripts are 
failing, as that would explain why the database does not include data on 
CPU, memory, etc.

I think the default scheduler is started automatically by the OpenNebula 
startup scripts, so the documentation makes no explicit reference to 
"starting the scheduler".
