[SLURM] Hinds chiller failure

The chillers that cool the Hinds datacenter where the slurm cluster is 
located are offline.

I am shutting down the SLURM cluster until they are fixed.

The chillers are offline.   Ron (Building Engineer) is working on it and 
has called for help.

If your systems are still online, start bringing them down.

I’ve opened the doors.. the hall is cooler than the data center.  I’m 
looking at how we might get some external ventilation in there.
