[SLURM] Change to default job running times

[Phil Kauffman]

Partition 'quadro' now has a maximum running time of 8 hours.
Partition 'titan' now has a maximum running time of 4 hours.

You will need to make sure you can checkpoint and continue your job with 
another job submission.
