[Haizea] Opennebula can force the deployment of VMs refused by Haizea

I would rather think of it as a security bug: if the user oneamdin was the
only one capable of doing that, it would of been fine. But curently any
opennebula user can do the same and force the deployment of leases refused
by the scheduler. Why bother having a scheduler then!
