[Haizea] About the feature "allow lease owner to request a suspension/resumption"

Hi,

You said on the website:
allow lease owner to request a suspension/resumption
Adding this functionality has implications over several components:
1.Lease data structure: Should be able to express this availability scenario
(where a user may want a lease to be suspended)
2.Scheduling: Supporting this would require modifying some of the scheduling
algorithms, since Haizea can't predict when a user will want his resources
back.
3.XML-RPC API: The user must have a way to request that the lease be
suspended/resumed.
I want to know how to realize the three components more detail.
Can you give me a clear thinking about  how do you  implement the three
components.
