[Haizea] Developer Docs...

There is currently no developer-oriented documentation, although it is a 
part of our roadmap 
(https://phoenixforge.cs.uchicago.edu/haizea/ticket/5). If you have any 
questions about the internal workings of Haizea, please feel free to ask 
on this mailing list.

You may also be interested in one of the big changes in the next version 
of Haizea, which will include a policy engine that will make it easier 
for developers to modify the behaviour of lease acceptance and resource 
allocation by writing policies (instead of having to go into the Haizea 
scheduling code and modifying it). We don't have a definite date for 
this, but it's the next major feature we'll be working on (so there 
should be at least a preview version in the next few months). You can
