I have begun the massive task of creating patches for files to remove 
these.  There are more than 3000 lines of code in #if 0 statements in 
the root gcc/gcc directory alone!  Will I need to have signed the 
copyright form before I can submit patches?

That's great.  Yeah, while I was doing this, I was aware that it would 
probably be well-suited to  such a "maintainter tools" package, but in 
the meantime, It's customized for gcc in little ways (e.g. it logs in to 
the gcc cvs server to get the annotate info on the #if 0 lines...).
Anyways, should I just cvs it up to contrib?  I'm unfamiliar with the 
specifics of the process here.
