Title:      The State of PAC-Bayesian Theory

Abstract:  This talk will present a summary of the current state of the art
in PAC-Bayesian theory. The most fundamental PAC-Bayesian (frequentist)
theorems will be reviewed.  With these theorems in mind, it will be argued
that there is a free lunch --- there are meaningful universal priors. Some
of Catoni's PAC-Bayesian theorems will also be reviewed.  These theorems
govern the generalization power of the discriminative PAC-Bayesian
posterior. Finally a PAC-Bayesian approach to the analysis of deep learning
dropouts will be presented.
